It all depends on what you actually sell/market. What line of business are you in?
Google some similar places to what you do (boards) and join.
do you have a 360 page? Blog? Put it in your e-mail header once you have one created.

It is difficult to get free leads when you start out, but you can generate your own leads with a well put together lead capture page and autoresponder system. There is NOTHING that you will get for free unless you just go out and talk to people. That is the only way you are going to get FREE leads, but then again, you are still putting time into it, which is far more valuable than the money.
In time, you will be able to develop a system that works for you. In the meantime, I would not expect too many free leads.
